A piano musician cracks his fingers before playing a piece. That kind of thing. Yamori's torturer cracked his fingers before actually torturing him.
Yamori copied that, probably unconsciously. Kaneki copied Yamori, he makes this gesture as some kind of personality switch, from cheerful Kaneki to ruthless Kaneki. Sasaki probably does it instinctively. Naki probably does it because he thinks it's cool and makes him look like Yamori.

It is to symbolise the abuse and the abused, the cycle of violence. Jason behaved that way because he was tortured by the violent investigator. The cracking of finger is a portrayal of strength and dominance.
In chapter 61 page 14, Jason said to himself, in a self-suggested way, 'I am not 'Yamori', I am the Investigator meting out the torture, I convinced myself.' This self-suggestion gives Jason the strength and mentality to resist his torturer, by becoming his torturer himself. And it's the same for Kaneki. Because in Kaneki's mind, Yamori's and Rize's ideologies of ' The weak is trampled' are 'strong'. The torture and the Rize of his imagination convinced him that.
That is why Kaneki sub-consciously picked up Yamori's habit because he is 'strong'. In further chapters, Hide revealed Kaneki is a good at roleplay, aka, he's a good actor.
