At the moment, I've gotten PCSX2 installed, I've got my.iso's, and I've failed several times at using.pnach files for these games. The problem is, the games SPEED is unstable. I (Full/Fast) boot and everything seems fine until I get to either the Main Menu, or load a char. My FPS is a solid 59-60, it hardly ever fluctuates from that regardless of what other issues I encounter. But the game's speed is out of control; anywhere from 50%-150% and in extreme cases ~1400% speed. Every setting is default from install and I only selected AVX2 for GSdX.

It runs pretty solid, certainly better than how OP described. My computer is a bit beefier but the OP's specs are sufficient to handle his game. My suggestion would be to revert pcsx (and I can only speak for the version I am running) to its default settings. Under core settings - GS window, set your aspect ratio and window size to your monitors native settings (or whatever you want to use), set your speedhack preset to 2, DO NOT enable MTVU. Then go to your video plugin settings. Choose your graphics card, direct3d11 (hardware), interlacing on auto, allow 8 bit textures, internal resolution you can play with a bit. I have mine set to 8x and it runs at 60 fps but o have a gtx 1080 with an i7 6700k.

You should be able to run it at 4x fine, maybe even 6x. Then set texture filtering to bilinear (ps2), Crc hack level partial (OpenGL recommended), check enable hacks. That's all I did.
